Case Information for Resolution of Child Support Modification and
Adjustment of Judge Wiley's Illegal of Assessment of Excessive (in excess of legal limits extracted for Kansas parent) Child Support.
August 24, 2016 Ms. Carr mailed letter for Denial for Request of Child Support modifications for the father.
Ms. Carr threatened contempt for the father who is earning less than 15K a year with a support payment of $711 per month.
The father asked Ms. Carr what the maximum PERCENTAGE OF INCOME the State of Kansas can force for support from a parent. Ms. Carr had no idea or answer, but had threatened contempt of the father. Does Ms. Carr know what contempt is?
The father stated that this problem of illegal and excessive child support assessment was created by Judge Dan K Wiley. The State of Kansas received a 21 page complaint on Judge Wiley and Ms. Carr or Kansas DCF attorneys should review this document. The Chief Judge also received a four page complaint on Judge Wiley after the second trial.
Father requested the names of the Kansas attorney or attorneys making this denial of Request of Child Support Modifications. Additionally, case information is requested for WHY the modification was denied.
Ms. Carr denied access of information to the father as attorney, pro se, and representation for his son. Ms. Carr at a later conversation released the name of the attorney, Elizabeth Ringel Cohn, Young Williams. If a judge had reviewed this case, that information is not yet released to the attorney.
No contact from Ms. Yolanda M Carr since the father's request for information. The DCF is still assessing child support at $711 per month and the father's credit is trashed by Ms. Carr and increasing with no response from the DCF.
Ms. Yolanda Carr sounded helpful on the first phone conversation, and since then sounds like a government worker collecting a paycheck and doing as little as possible to solve the problems of children or families. DCF case filing activity (cases NEVER CLOSE) is to be done in 30 days to get good employee reviews. Denial completes her case activity, until more papers are filed, continuous work and never help.
Yolanda has requested that the father file the same papers / documents previously filed, to again request modification of support. Yolanda is costing the father at least $400 per month. What would Yolanda do if the father was costing her over $400 per month. Yolanda claims to be Christian (phone conversation / public record). Yolanda said she was going to help the father and his son with this corruption.
March 2017 - Father worked on additional (identical) papers to Yolanda Carr.
April 2017 - Father discovered inaccurate DCF financial and legal documentation.
PAYMENT TOTALS PAID TO DCF ARE $1000 SHORT for ONE YEAR.
FIANACIAL FRAUD, Embezzlement, Incompetence, or WHAT CREATED MISSING MONEY FROM THE FATHER paid to the DCF?
April 11,2017 Called Ms Carr - Left message concerning $261 MONTHLY CS obligation and missing payments for 2015 AND 2016. Currently Yolanda M Carr is billing the father $711 per month.

May 21, 2017 NO RESPONSE FROM YOLANDA M CARR - DCF Debt still being added to father.
June 6, 2017 Rachel L Miller, attorney for DCF, levied / seized the father and son's PayPal account and emptied the $103 balance and froze the account. Wow! People are known by the actions and results they produce for others. Rachel Miller took the minor Kansas child's ebay money that he used to buy pre-owned Lego toys. The father now must tell his son that the Kansas Department for CHILDREN has taken the money and prevented future ebay Lego purchases. Does Rachel have any idea of the HARM she does to Kansas children? Did Ms Miller even look at the case and see the problem is not MONEY. It is a broken First Judicial District problem.
June 7, 2017 Phone conversation with Ms Carr who was unaware of the aggressive and CHILD HARMING actions of Ms. Miller. Ms. Carr said she would discover the extent of the CHILD HARMING actions of Ms. Miller and determine when the Kansas minor child could again buy an ebay Lego toy.
Ms. Carr told father that he would need to log onto the Kansas Payment Center website and review his payments to discover the MISSING MONEY PAID TO THE DCF. MISSING MONEY PAID IS NOT THE DCF's problem. Missing money is the FATHER's problem. The DCF did not have the document from the State of KANSAS showing the father's MONTHLY Support Obligation is $261 NOT $711. WOW! Missing money and missing documents at the DCF. Governor Brownback are there problems with this agency?
June 8, 2017 Father attempted to contact DCF investigator for ongoing case involving charges against the father by coaching mother and possibly her attorney James Colgan Law Firm. DCF could not find the case or the case worker. Father was passed to different DCF departments. No help from DCF contact.
June 8, 2017 Father mailed identical DCF support modification documents to Ms. Carr. (Scanned and date changed previous document). No contact from Ms. Carr or Rachel Miller as to damage done to son's Lego purchasing PayPal account. KANSAS MINOR CHILD HURT BY RACHEL L MILLER for $103 of his money. And he can not buy a LEGO SET UNTIL SHE or the DCF FIXES THE PROBLEM SHE CREATED.
